That is - it is still not evaluated by FDA and it seems that Ruyan is trying to point that using e-cig with nicotine cartridges is just one way to use it. Maybe this could be good approach to selling e-cigarettes - by selling starter kits with cartridges without nicotine, so device itself won’t be considered a medical device. This may help in europe where e-cigarette is to be considered as medical device since it is intended to deliver nicotine.|||Yeah, I’d wondered about sellers doing that - then it would be up to the user to get hold of the solution elsewhere.
Clearly that would be problematic in promoting the e-cigarette - and push the e-liquid straight into the black market.
